Can you use acrylic paint with a coat of polyurethane on stainless steel? ie: Toilet Paper Holder?

Acrylic no, you need an oil based paint, look at the metal specific ones in the spray cans. You will need to prime the metal first or any paint that you use will just scratch off. Yes. Get Rustoleum paint. It's meant for metal. Forget the poly,. It's not necessary.
michael's sells a metal primer. you can paint anything on metal if you spray it with that primer first. I'm sure home depot and lowes sells the primer too, but I know i've seen it at michael's.
