Why is top coat of white paint leaving brown stains?
scraped brushed scrubbed bleached a water stained moldy painted cement wall. 2 coats white primer are fine. Applied top coat of flat white paint and sections on the bottom are turning brown...repainted it and same result.Why is top coat of white paint leaving brown stains?
